Currently, a large-scale redevelopment is in progress around Shibuya Station. In the fall of 2019 in front of the Tokyo Olympics, " SHIBUYA SCRAMBLE SQUARE (East Wing)" opposite Shibuya Hikarie , "Dogusaka 1-Chome Ekimae District" on the west side of Shibuya Station, commercial facilities in Miyashita Park in the spring of 2020 And the hotel opened. Furthermore, after the Olympics, full-fledged development work of "Shibuya Subaru Square (Central / West Wing)" and "Shibuya Station Sakuragaokaguchi District" will also begin. Completion of the redevelopment is scheduled for 2027.
Then what kind of city will Shibuya become after the redevelopment?
Looking at the history of the past, the economy has deteriorated markedly after the 1964 Olympics in the "Recession of Showa 40", the consumption will cool down after the Olympic Games and the economy will decline. Furthermore, the society with an extremely low birthrate and an aging population inevitably accelerates, and the productive age population (15 to 64 years old) who is the economic leader also decreases sharply. According to the "municipal strategy 2040 concept" announced by the Ministry of Internal Affairs and Communications, it is estimated that the productive age population will decrease by 17.5 million from 2015 to 2040. It corresponds to the sum of the population of Kanagawa prefecture and Saitama prefecture, and it is hard to imagine a remarkable drop in labor force. In Shibuya Ward, it is expected that the population will decrease with peaks around 2030.
At that time, what will happen to Japan's economic activity in Shibuya?
Looking to the future after 20 years, aiming at "realization of a mature international city" based on various changes in social situation and technological innovation, in Shibuya Ward, after taking office as Hasebe ward, as president, in October 2016 "Shibuya Ward Basic concept "was renewed for the first time in 20 years. We are beginning to tackle measures that strongly launched "diversity & inclusion" with the future image of "Shibuya-ku, a town that changes the way it is." Among them, the "issuing certificate to same sex partner" ordinance passed in 2015 became a trigger to draw attention as a high understanding area for LGBT. Of course, it is clear that Shibuya is aiming for a city that can comfortably stay with diverse people such as sex, age, nationality, disability, people living, working people, players, learners, as well as LGBT. Originally in Shibuya there are strong images of "chaos (chaos)" "mosaic" "multiculture", so there will be a lot of people who accept the basic concept without discomfort.

However, no matter what a fine basic plan, it will end with a rice cake drawn on a picture alone. So at the Shibuya Ward Office, we are currently working on formulating the "Shibuya-ku Town Planning Master Plan" (to be completed in October 2019) to realize the basic concept. In the Shibuya city symposium held on October 17, 2018 "Shibuya in the city after 2020 as a stage of innovation" ( SHIBUYA STREAM Hall), it plays a part of its master plan, and has been trained from the viewpoint of industry promotion The "Shibuya Project 2040" was announced.
In this report, I would like to introduce how the economic development strategy "Shibuya Project 2040" was formulated through the report published at the symposium.
*About Shibuya Ward Town Planning Master Plan (Shibuya Ward Home Page)
The representative of the symposium was Mr. Taichi Goto, Regional Works Limited. Mr. Goto, one of the directors of "General Lobby Tenjin" promoting the city planning of Fukuoka Tenjin, is a specialist in "town development" such as creating "Tenjin Town Planning Guidelines". In Shibuya, as an advisor to the Shibuya Ekimae area management council, he is deeply involved in town planning.
Initially "Shibuya Project 2040" started from Shibuya Ward upon receiving a request from Shibuya Redevelopment Association to formulate an economic development strategy plan centered on "culture / entertainment field" and "industry promotion field". The Shibuya Redevelopment Association, which consists of Shibuya's shopping malls, town councils, companies, etc., organized the Development and Economic Committee, centered on Mr. Goto who is a specialist of "town planning", and from September 2017 to 2018 Deepening the discussion over the half year until March, we made the "Shibuya Project 2040".
Prior to planning, Mr. Goto said that he felt the crisis drifting in Shibuya. "As redevelopment progresses, Olipara of 2020 comes and there are many wonderful stories, while considering until 2040, workers are drastically decreasing." One more thing, "There were lots of voices from all of you," Shibuya 's fascination "is diminishing, as cranes stood everywhere in the town with redevelopment, the appearance of the city is constantly changing There are good things there, but there are also many people with concern. "
As the design of the framework, there are four points of "reflection on policy - city and economic policy" "collective intelligence - tacit knowledge of the handler" "scientific basis - logicality and elasticity" "general viewpoint / start station - short term action" It was said that he was promoting plan making while holding down.
First of all, when we looked at from the point of "collective intelligence", instead of relying on a single consultant, wisdom of one person, in order to firmly incorporate the wisdom of the people of the town, "Town meeting, shopping mall, company etc. Shibuya We organized a study team asking 35 people involved in the project to participate. " However, since there are many cases where only meetings are done by merely making places to gather and give opinions, "I carried out a workshop four times a year and pulled out as much voice as possible from 35 participants" He emphasized the wisdom of the parties involved in Shibuya.
Next, the third thing is to "have scientific grounds properly". It is not a concept to draw a single beautiful picture but "It is meaningless if it can be logically assembled under neat data analysis". So we gathered all data such as various data, graphs, maps, photographs taken in the town, and discussed it carefully.
The last one is "Opinion and Getting Started, Let's think big, let's start small." Generally speaking, if you think about a big idea, you often sleep in a bookshelf as a still picture, but if you can plan it, it is important to link it to the next action. "Especially in Tokyo will be a big milestone coming in 2020. Also in Shibuya will be a wonderful people will be gathering. In the past two years how much can move, if this does not work, nothing will move for the next 20 years Let's see it. " After the Olympics, it is not an action plan from 2020 onwards, but as a short-term action, it is important that "it is important to implement leading projects that can be visualized by 2020".
The target area in the plan is within 2 km radius around Shibuya station. When comparing this area on the same scale between London and New York, "It is the characteristic of the three cities that not only the office, only the houses, the shops, but the mosaic-like distinctive districts are next to each other ". It is said that Shibuya is a complex area that is inexpressible to London and New York, and it is clear that it is a city with potential to enter the world city.
What kind of city should Shibuya with the potential to line up with London and New York aim for in the future? Although he stated that "aiming for a mature international city" in the basic concept, this is true even in other cities. "There is a need to add" Shibuya-likeness "to it, and to concretize another plan further"
Speaking of that "Shibuya Lessiness" in a word, I assert that "it is a street culture." In Shibuya, a road town, there are circumstances that private citizens have freely produced various cultures on each street (street), and thanks to that, there are distinctive and diverse districts today. Mr. Goto strengthened his speech that "taking advantage of that asset will be the opportunity to think about the next Shibuya and the future Shibuya."
Next, we collect data including spatial information of Shibuya such as "Distribution of office", "Commercial distribution", "Distribution of houses" and "Movement of business purpose person", detailed analysis of Shibuya's characteristics of town. As the most effective goal for economic development that made use of "Shibuya Lessiness" from its regional diagnosis, he first considered the theme of "a town where innovation is actively occurring". Certainly when innovation happens, the quality of the public space changes, and as a result we can make a good town. A new life is born in that environment, and the number of tourists and visitors increases as long as they are longing for that life. If new people arrive in the town, a cycle of new innovation will occur next. "From anywhere, I decided to start with the theme of innovation first to cause a cycle," Mr. Goto said.
However, everyone says "innovation, innovation ... ..." everyone says, "There are not so many areas where innovation is occurring in the world." Then looking over the way the innovation district is in the reference book again, it says, "There is a state-of-the-art thing, cheering group people are gathered around it, compactly gathered, easy access to transportation It is said to be defined as a city with living.
In addition, "There is no innovation only around the globally competitive base". Luckily Shibuya argues that it has all three competitive bases in the field of "media", "edutainment" (coined word of education + entertainment) and "technology". First of all, in terms of "media (NHK starting point)", NHK, scheduled to be rebuilt after 2020, will start from the beginning, and exchanges with diverse players around it will be strengthened. Next, "Eduutaimo origin" is a new learning in collaboration with surrounding education and research institutions while awakening memories as the city where children's education is a leading center such as "Children's Castle" and "Tokyo Metropolitan Children's Hall" We will create a place to experience and strengthen exchanges with human resources who will be responsible for the future. The last third is "multinational technology company starting point". Expectations are raised that IT companies participating in Google and Shibuya Bido Valley and exchanges and cooperation with various surrounding diversified players are strengthened, and a virtuous circle occurs where startups and new businesses are always born.
"Shibuya Plan 2040" will draw a future image that "aims to be a city that coexpenses toward creation of new value throughout the area by accumulating and exchanging diverse players while setting three as the base" I was pointed.
As mentioned above, there was a voice saying "What can be done in two years up to 2020 is important" (Mr. Goto), but in the implementation plan, only the two-year measures from 2018 to 2020 , Occupy more than half the weight of the whole plan. For example, "Re-maintenance of Oyama Highway (the route connecting Miyamasuzaka and Dogenzaka)" is already underway, and now there is "Social experiment for realizing a pedestrian-centered road space" in Miyamasuzaka (period: October 2018) The 1st to 26th) is underway. In addition, quite a number of projects have already started to move in the past six months alone, such as "collaboration at SHIBUYA SCRAMBLE SQUARE by five universities in Tokyo and the like" and "Regeneration of the Shibuya River and maintenance of the promenade".
Anyway, although the concept is often made, it ends with rice cakes drawn in paintings, but at the Shibuya Redevelopment Association, while continuously monitoring and reviewing towards the realization of "Shibuya Plan 2040", Shibuya is the stage of innovation I want to watch as I can become. " To that end, it is important that "Shibuya Ward Office, redevelopment association alone is not enough, it will be important for people who work in Shibuya ward, 160,000 Shibuya residents and Shibuya 340 people to participate in various forms" I concluded.
In order to sustainably build the circulation of the "Shibuya-like" regional economy starting from innovation by 2040, first of all we will work on leading projects that can be visualized even if it is a small action by 2020, It is required to produce results. If it does not go well by 2020, it will be difficult to do so. Activities in the last two years seems to be said to be an important period in the future sharing Shibuya.
